Diagnosis of Safety Climate of Organizations Based on Evaluation of Human Errors

Recently, organizational factors are often discussed in analysis of human errors
in working situations. In such contexts, a methodology to evaluate safety climate
of organizations is proposed to promote appropriate safety management. This is
composed of indices which evaluate various aspects of errors and accidents, and
using which the safety climate is diagnosed. The indices are made by weighting
the items of Accident Analysis Sheet (already developed by Railway Technical
Research Institute) depending on contents and features of each error and accident.
According to this methodology, several indices are experimentally formed, and
the features of them and the points of consideration in interpreting calculated
results are discussed. Finally linkage of the indices with the safety management
supporting system now being developed is briefly touched.
