In the planning of a big infrastructure such as railway lines, it is becoming more and more important to take safety and environmental factors into consideration, in addition to economic aspects. In order to concentrate on these various complex conditions, VISPER system has been developed, making effective use of remote sensing data. VISPER allows the user to easily configure temporary routes and gradients on a CRT screen. It also calculates a rough estimate of a construction cost. In this paper, the author will give an introduction of the functions of VISPER and a sketch of how a route planning would be done based upon high-resolution images, remote sensing data, taken by a commercial satellite. As the satellite was under planning at the moment of this study, simulated images, not from a real satellite, have been used throughout the research.
