Travel time, rough estimate, depending on traffic conditions: ABOUT 2.5 to 3.5 HOURS.
METHOD 2: by trains
Economical & guaranteed fastest way, BUT maybe rather hectic with heavy baggage:
- At Narita Airport, ask any uniformed staff about where to buy JR train tickets.

and also mention that your final destination is TACHIKAWA.

- JR Chuo Line (orange) "kaisoku" train from Tokyo Station to Tachikawa Station
Ask any uniformed staff member if you have trouble finding the Chuo line. You will need to go up several escalators, since the N'EX platform is deep underground while the Chuo line is above the surface. Chuo line trains depart frequently near the times of connections from the N'EX, about at least every 10 minutes, at most every 2 minutes. About 50 minutes from Tokyo Station to Tachikawa Station.
- Go out of the station to the NORTH EXIT (right side) - ask station staff if you
are not sure which is north.
- Get into a TAXI, and say "Palace Hotel Tachikawa."
