History of Railway Operational Regulation under Strong Wind Condition

Strong wind rules applied for railway operation have a long history beginning
1920's. when serious accidents was caused by strong wind, they were often
instituted or revised. But the conceptions of the wind velocity (instantaneous
wind velocity or its average value for a definite time) and the philosophy
behind cancel regulations (stopping or slowing down) are not yet established.
We still have many problems left to be solved in this connection.
