Fundamental discussions were done to propose a supporting system based on databases of human errors, etc. Reviewing past studies on human error accidents in railways, it was proposed to deal with the estimation or diagnosis about safety (danger) or various factors concerning safety. Based on the quantitative clarification about the processes of occurrence and prevention of accidents, estimations about the human factors were attempted. It was estimated by analyzing the degree of contribution, to occurrence and prevention of accidents, of the elements composing four factors, i.e., error-inducing factor, conditions of the work and the worker, types of errors, and accident coutermeasures ; and interelemental degree of relevance.
