Amid the latest developments of WINDOWS in personal computer technologies for the information processing, we November 1995 started to apply the Total Office Automation systems at Railway Technical Research Institute (RTRI) as a "THEOA Systems" converted from the DOS systems and adapted to WINDOWS application. The Total OA systems in RTRI has been supported the productivity improvement of the business processing in research development through the electronic slip and the common information managenent. First, we trace the course of an OA systems in RTRI being evolved into the "THEOA Systems" and define the basic development notions underlying a "THEOA Systems". Second, we give a summary of representative functions and the features of technical characteristics of the "THEOA Systems". Lastly, from a standpoint of an ideal future enterprise information systems, we discuss on the subject of right-sizing information systems for the next OA systems development.
