Statistical Analysis on Maximum Instantaneous Wind Speed

  Instantaneous wind speeds are more important than the mean wind speed over a long period in discussing prevention of train overturning. As natural wind speeds are observed to violently fluctuate, the maximum value of instantaneous wind speed depends on the sampling method and characteristics of measuring instrument. To estimate safety against train overturning, a certain margin should be considered in processing observed maximum values.
