To contribute to the development of advanced safety management, we aim at establishing a risk management method for railway transport in order to prepare for the self safety management and information disclosure currently scheduled by the government. In this method, we estimate accidents that may occur in railway transport, remove risk, reduce damage, and extend the concept of existing safety management method to prevent occurrence of similar accidents. As a fundamental study , we propose risk analysis of railway accidents by using systematic approaches and concept of International standards related to railway safety management, and a concrete risk management method for railway transport with a risk management method for lines, stations and other railway facilities and a trial safety inspection program.
