The railway signalling system has been develop to ensure the safety of train operation, while the improvement of system availability in addition to the safety level has become increasingly important in recent years. Therefore, we proposed a method to develop a railway signalling system based on availability evaluation. This method decomposes the railway signalling system into sub-systems, calculates the failure rate of each sub-system which is weighted with respect to the total train delay time, and compares the value thus calculated for different subsystems to find which sub-system worsens the availability of the total system. This paper introduces the proposed method and the result of applying it to the projected Shinkansen lines.
