For the safety of train operation under strong winds, a sufficient margin is required for the criteria on train operation control. To evaluate the necessity of the margin, wind fluctuations should be considered not only over time but also at two spatially distant points to characterize the correlation of the wind velocities at these points. In this paper, we propose a wind fluctuation model based on observed wind data, and determine the probability to fail in detecting the critical gust at a remote point, in order to consider proper arrangement of anemometers.
