To ensure safe and stable transportation and protect railways from natural disaster in severe natural environment subjected to earthquakes, rain, snow and winds, railway companies invest funds in disaster prevention and make efforts to prevent accidents by regulating train operation in case an earthquake, heavy rain or snow, strong wind or other serious natural phenomena take place. They are required to determine the most effective investment in disaster prevention and regulation of train operation according to the actual situation of each line. It is thought that establishing a quantitative management technique to support the decision-making on disaster prevention would be useful for railway companies.
