The Time Fluctuations of Winds Influenced by Weather Conditions and Topographical Conditions

  To study the propriety of the difference (allowance) between the critical wind speeds for controlling train operations under strong winds and the critical wind speed of the railway vehicle overturning, we have carried out a statistical analysis of the characteristics of wind speed fluctuations during 10-30 minutes, based on statistical data obtained from two wind observation sites, namely a bridge above the sea and a plain neighboring a mountain. We have obtained the histograms of the differences of 10-minuite-maximum and 5-minuite-maximum wind speed under the various weather conditions. As a result of the analysis, we have found that variation of the histograms due to the weather conditions is small, and it is equal to or smaller than the variation due to the topographical conditions. Applying this wind speed variation characteristic, we have obtained a simple model of wind fluctuations. This model helps us to develop an indicator to estimate the propriety of the train operation control, of which parameters are the wind speed to start the train operation control and the continuation time of the control.
