This paper describes a plan to develop a HILS (Hardware-In-the-Loop-Simulation) system for railway vehicles. The HILS is a kind of hybrid simulation system, which works in cooperation with hardware test plants and software simulators. The system is most likely to replace most part of running tests of the railway vehicles, and it has a great possibility to make efficient developing of railway vehicles. RTRI is performing a project of developing the HILS system for railway vehicle since 2005. The outline of the project is described elsewhere in the paper.
